No, you do not require a city permit to install most fire featured. When you are building a n outdoor fireplace where a poured concrete foundation is required, your landscaper may have to apply for a permit in their drawings. For a free standing fire table or patio heater, no permits are required.

For the most part, gas supply lines can be concealed under ground (if planned correctly). There has to be a readily accessible shut off valve both at entry and exit to the ground in order to meet code requirements.
